Perspectives in Primary Care: Learning from Doing: Progression to Primary Health Care within a National Health Programme. A Case Study from Tanzania

The processes in the evolution of a rural integrated health development project are described. The collaboration of a voluntary aid agency in the Netherlands with the national authorities in Tanzania resulted in the formulation of a field training area in Primary Health Care. The financial contribution from the aid agency was kept to a minimum and there was no involvement of expatriate staff in the dayto-day running of the project The aim was to avoid dependency and encourage replication nationally. Even though the financial contribution was small, it was crucial because of its pump-priming effect. The lessons learned from the experience will help in formulating relevant national strategies of primary health care.
